Split CSV into smaller chunks by data-row count while preserving the header row in every chunk.

Method
The splitter scans CSV records while tracking quoted fields, escaped double quotes, and quoted newlines. It treats the first record as the header and repeats that header in every generated chunk.
Worked example
A header plus five data rows split at two rows per chunk produces three chunks containing 2, 2, and 1 data rows, each with the original header.
Privacy
The CSV remains in your browser. No file upload is required.
Limitations
Version 1 uses comma as the delimiter and assumes the first record is a header. Very large data sets may exceed browser memory; large batch workflows are better suited to a future Pro/API service.
